Year in and year out, the NIRSA Flag & Touch Football Rules Book & Officials’ Manual is one of the Association’s most popular publications. This book has become the standard for campus recreation programs across North America, and beyond.

Currently in its 21st edition, the rulebook and officials’ manual provide members with the latest rule changes and updates for sport. Whether you are a coach, an instructor, official, player or fan of the sport, this resource has become the authoritative rules book for flag & touch football. This go-to resource—which is updated every two years—is due for an update this summer, in time for the 2025-2026 seasons.

In 1987, the NIRSA Flag & Touch Football Rules Book Editorial Board began a tradition of dedicating each revised edition of the NIRSA Flag & Touch Football Rules Book & Officials’ Manual to a person who has made significant contributions to the sport and played a pivotal role in the development of flag football. The Editorial Board is currently seeking nominations for the dedication of the 22nd edition of the NIRSA Flag & Touch Football Rules Book & Officials’ Manual.
