Currently in its 20th edition, the manual provides members with the latest rule changes and updates for sport. Whether you are a coach, an instructor, official, player, or fan of the sport, this resource has become the authoritative rules book for flag & touch football. This go-to resource—which is updated every two years—is due for an update ahead of the 2023-2024 seasons.
In 1987, the NIRSA Flag & Touch Football Rules Editorial Board began a tradition of dedicating each revised edition of the NIRSA Flag & Touch Football Rules Book & Officials’ Manual to a person who has made significant contributions to the sport and played a pivotal role in the development of flag football. The Editorial Board is currently seeking nominations for the dedication of the 21st edition of the NIRSA Flag & Touch Football Rules Book & Officials’ Manual.
David Gaskins, Executive Director of Recreation at George Mason University was honored with the dedication in the 14th edition. His first job in campus recreation was as a flag football official, and the game has been a passion for him ever since. After having the opportunity to enjoy many years working with the rules, mechanics, clinics, and tournaments, David described receiving the dedication as “a humbling and a great honor.”
Kurt Klier, Assistant Director at the University of Maryland-College Park was the recipient of the dedication in the 15th edition of the NIRSA Flag & Touch Football Rules Book & Officials’ Manual. Kurt has long been instrumental in NIRSA flag football programs, from the time of the student officials development program to the creation of the Flag Football Editorial Board. He understands the history of flag football as telling a great NIRSA story: “It shows the evolution of safety and inclusivity. NIRSA is respected throughout the officiating world as a leader in official’s development. Flag Football paved the way to what is now the NIRSA Championship Series and the immeasurable professional and student development opportunities that have evolved.”
